Request to award Old Courthouse Rd NE Waterline Relocation Project to EE Lyons Construction

EXPLANATION AND SUMMARY:
The Fairfax County Transportation Priorities Plan includes pedestrian improvements on the west side of Old Courthouse Road NE within the Town of Vienna and eastward to connect to existing sidewalk near Gosnell Road. Curb & gutter with drainage improvements are included to eliminate the roadway ditch.
On January 28, 2019, Council approved the county agreement for construction funding for this project.
Project construction cost:
$1,732,838 (County funded per attached agreement)
+ $550,000 (Town CMAQ / NVTA Local funded)
$2,282,838 Total
The project is now ready for utility relocations to begin.
As part of the project the existing water main (over 2,000 LF of new 8" water main) must be relocated to allow for the installation of new curb, gutter, sidewalk, and storm drains. In addition a booster pump station will be removed and abandoned and three (3) fire hydrants will be relocated to accommodate the new sidewalk.
DPW is requesting to award this project to EE Lyons Construction utilizing IFB 16-19 in the amount of $581,833.25 (quote + 10% contingency). The funds for this project will come from the County portion of the project.

Town Attorney Recommendation: The Town has a contract with EE Lyons Construction for waterline relocation and the Town Council may authorize the expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve of EE Lyons Construction to perform the Old Courthouse Road, NE, Waterline Relocation, as presented.
Cost and Financing: $581,833.25 (quote + 10% contingency).
