Approval of VDOT Revenue Sharing and Transportation Alternatives Resolutions

EXPLANATION AND SUMMARY:
Public Works staff has initiated various transportation grant applications through VDOT's FY 2021 and 2022 Revenue Sharing and Transportation Alternatives programs. All applications are for projects that have either been previously initiated and/or are listed in the Town's Capital Improvement Plan. Applications have been pre-screened by VDOT staff to ensure project scopes and estimates are valid. In order for applications to be officially submitted, each project requires a Council resolution that supports the applications and commits local matching funds. All local match funding is proposed to come from current and future NVTA local 30% funds.
Staff requests that Council consider the following project for the VDOT Revenue Sharing Program:
* Church and East Street Mini Roundabout:
o New project in 2022 CIP
o $550,000 project cost
o 50% match ($275,000, from local NVTA 30%)
Staff requests that Council consider the following projects for the VDOT Transportation Alternative Program:
* Glyndon Street NE Sidewalk, from Ayr Hill Road NE to Ainstree Court SE
o Existing project (design near completion)
o $1,780,000 project cost
o 20% local match ($356,000, from local NVTA 30%)
* Glyndon Street SE Sidewalk, between Locust Street E and Dominion Drive SE
o New project in 2022 CIP
o $2,420,000 project cost
o 20% local match ($484,000, from local NVTA 30%)
* Ayr Hill Ave NW & Center Street N Sidewalk, from Lawyers Road NE to Dominion Road NE and from Ayr Hill Ave NE to Wilmar Drive NE.
o Existing project (tabled in 2016 pending construction funding)
o $1,800,000 project cost
o 20% local match ($360,000, from local NVTA 30%)
* Kenyon Road NE Trail, from Stream Valley Park adjacent to Westwood Country Club to Maple Ave E
o New project in 2022 CIP
o $483,000 project cost
o 20% local match ($97,000 from local NVTA 30%)
