EXPLANATION AND SUMMARY:

The Department of Public Works' sanitation and water and sewer divisions request that Council award IFB 20-08 to two vendors - primary vendor Broad Run Recycling LLC and secondary vendor Waste Management of VA, Inc. Based on the total cost estimate provided, the low bidder appears to be Waste Management of Virginia, but its price per ton of $72 is much greater than the $55/ton price of the apparent second lowest bidder, Broad Run Recycling. The discrepancy is due to the fact that a calculation involving the distance from Northside was taken into account on the bid form. The apparent low bidder also is not able to accommodate the Town's needs on a regular basis as the company can only accept a limited about of construction debris at one time, while the second lowest bidder has no limits on the amount of materials it can accept daily. Therefore DPW requests to award IFB 20-08 to the two companies named above as they have been deemed the lowest responsive and responsible bidders.

DPW also requestsFY20 spending in the amount of $195,000 utilizing IFB 20-08. These funds will be divided as indicated below.

In addition, DPW requests FY20 spending to cover invoices totaling $49,675.05 accrued from 07/01/19 to date. The previous contract with Broad Run at a unit price of $47.50/ton was cancelled and rebid because the requested price increase to $55/ton was greater than the CPI-U of 1.6% allowed under the contract. In the interim, public works continued to haul construction and demolition debris to Broad Run Recycling. The $49,675.05 is included in the $195,000 total for FY20.
