Adopt a resolution to approve Northern Virginia Transportation Commission (NVTC) grant applications for funding of transportation projects

EXPLANATION AND SUMMARY:
The Town intends to apply to NVTC for two grants in the I-66 Commuter Choice FY 2021-22 funding cycle. In order for applications to be eligible for consideration by NVTC, a resolution of support must be adopted by the governing body.
The following projects will be applied for:
Patrick Henry Library Parking Garage - Commuter Parking
The Town of Vienna is engaging in a partnership with Fairfax County to incorporate 84 commuter/public parking spaces into a planned reconstruction of Patrick Henry Library (Option B1 of feasibility study), which is located at the corner Maple Avenue and Center Street S. This site is located within 300 feet of four Fairfax Connector bus stops and along three bus routes that provide service to three Metro stations (Vienna, Dunn Loring, and Tysons). The site also is within 500 feet of the Washington and Old Dominion bike trail.
The Town's application requests $5.5 million in regional transportation dollars, which is collected from 1-66 toll fares.

Finance Recommendation: Recommend approval.

Town Attorney Recommendation: Town Council may adopt the proposed resolution regarding NVTC grant applications in its discretion.
Town Manager's Recommendation: I recommend the Town Council adopt a resolution to approve grant applications to NVTC for the Patrick Henry Library parking garage - commuter spaces, as presented.
