EXPLANATION AND SUMMARY

Former Councilmember Maud Robinson, who passed away last year just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks over a five-year period, in areas where they aren’t already planned or likely to be funded through grants or new construction.

 

The Town of Vienna is identifying streets, where curb and gutter already exists, on which sidewalks may be installed. The first potential streets to be considered are:

 

                     Even side of DeSale Street SW from Moore Street to Tapawingo Road

                     Odd side of DeSale Street SW from Tapawingo Road to end

                     Even side of Holmes Drive NW from John Marshall Drive to Upham Place

                     Odd side of Cabin Road SE from Branch Road to Glyndon Street

                     Even side of Plum Street SW from Cottage Street to Tapawingo Road

 

Property owners and residents along the above streets were notified of this consideration via letter from Public Works dated January 3, 2020 and asked to provide comment to staff. Attached is a summary of resident responses.

 

Should Council choose to initiate sidewalk projects for any or all of the above candidates, then staff will continue with further community engagement and procure professional engineering services to begin scoping and designing construction documents.  We will return to Council at that time to approve the appropriation, to be reimbursed by Ms. Robinson’s estate.

Town Attorney Recommendation:  The Town Council may approve the initiation of the proposed sidewalk projects funded by the Maud Robinson Trust in its discretion.

 

Town Manager's Recommendation:  I recommend the Town Council authorize Town Staff to initiate sidewalk projects only on streets that the Council is comfortable with after the Council reviews all of the comments provided by the residents on the streets where sidewalks are proposed.

Recommended Action

"I move to authorize the Town Manager to apply to the Maud Robinson Trust for the design of the sidewalk projects on (identify streets here).”

 

And

 

“I further move to authorize the Department of Public Works to proceed with design work on the identified streets utilizing RFP19-01 in an amount not to exceed $500,000.”
