EXPLANATION AND SUMMARY:
The Town has plans to replace the bridge that connects the Freeman Store, 131 Church St., NE, to the W&OD Trail, owned by NOVA Parks. Prior to any work on NOVA Parks’ land, Town of Vienna and NOVA Parks must enter into a license agreement which will address maintenance responsibilities, liability coverage and additional special conditions for work on park land.

Departmental Recommendation: Recommend approval of the license agreement between NOVA Parks and the Town.

Town Attorney Recommendation: The Town wishes to replace the failed pedestrian bridge connecting the W&OD trail to the Freeman Store. The Town Council may approve the proposed License Agreement in its discretion.
Town Manager's Recommendation: I recommend the Town Council authorize the Mayor to execute a license agreement between NOVA Parks and the Town of Vienna, as presented.
