Using CARES funds, the Vienna Police Department requests approval to purchase a 2019 Ford transit van outfitted with a prisoner insert and emergency equipment at a cost not to exceed $60,000.

EXPLANATION AND SUMMARY:
The Police Department proposes to use CARES Act funding to purchase a Ford transit van that would then be outfitted with a prisoner insert. This will allow officers to transport prisoners who may have coronavirus without sharing the same air space with the prisoner. The Adult Detention Center and Courts have implemented new policies regarding transportation of detainees due to the COVID-19 pandemic, and the Town currently has no vehicle that appropriately isolates and transports an infected detainee. The vehicle also would be outfitted with a police radio and emergency equipment.

Departmental Recommendation: Police Department recommends approval as it the van would help protect the health and safety of officers.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town may ride the Fairfax County contract for this proposed vehicle purchase, and Town Council may approve the proposed purchase of a detainee transport vehicle in its discretion.
Town Manager's Recommendation: I recommend the Town Council authorize the Police Department to utilize CARES Act funds to purchase and equip a Ford transit van for the purpose of safely transporting COVID-19 positive and /or COVID-19 exposed prisoners, as presented.
