Request approval of pro bono tree project by Kirkland & Ellis and Ramboll US Corporation

EXPLANATION AND SUMMARY:
Brian Land, a long-time Vienna resident, approached the Town to determine if his law firm, Kirkland & Ellis LLP (Kirkland), along with Ramboll US Corporation (Ramboll) and the Town could set up a pro bono (free of charge) project to identify tree preservation/restoration programs in other jurisdictions in Virginia, through interviews and research, that could benefit the Town as well as other communities seeking to enhance their tree programs. The work product resulting from the project would be publicly available.
Should the Town agree to approve the project, the Town needs to submit a formal request to Kirkland and Ramboll to undertake the pro bono tree project, draft letter attached. Once this letter is submitted, Mr. Land will start the process to have the project considered by Kirkland and Ramboll.
The Parks & Recreation Department and Conservation and Sustainability Committee are supportive of this pro bono project, conducted by Kirkland and Ramboll, to explore how the Town can enhance existing programs and add programs to retain, replace, and add trees in Town.

Town Attorney Recommendation: As this project may assist the Town with its upcoming Comprehensive Plan review as well as its 2021 Legislative Program, Town Council may approve the proposed project in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve the submittal of a request for Kirkland and Ellis LLP and Ramboll US Corporation to undertake a pro bono project to complete a legal, policy, and technical analysis to identity tree programs and initiatives that could be beneficial for the Town, as presented.
