EXPLANATION AND SUMMARY:

 

The Department of Public Works requests approval to spend $500,000 for rehabilitation of sanitary sewer pipes, utilizing University of Virginia Contract No. FM 02194. Under this contract, Tri-State Utilities, Inc. will rehabilitate deteriorated sanitary sewer using cured-in-place pipe (CIPP) liner.

 

Sanitary sewers carry only wastewater from homes and business to a sewage treatment plant. Without CIPP rehabilitation, there is an increased potential for failure in aging pipes, which could lead to a potential service breakdown.

 

The sanitary sewer lining process involves cleaning the pipe, inserting a resin-impregnated fabric inside the sewer pipe, then steam-heating and expanding it until cured. After inspection, a robot is used to reconnect each private sewer lateral. The liner conforms to deviations in the pipe and the slick surface makes up for the reduction in pipe diameter. The cured liner has a projected life of 50-100 years.

 

Selection of locations on the attached maps is based on mains that have the most problems such as clogs due to heavy root growth, mains susceptible to ground water infiltration, and limited or difficult regular maintenance access is due to location of the facilities (e.g., back yards, heavily wooded areas, high vehicular traffic areas, or through easements on private property).  It is anticipated that rehabilitation projects will be completed this calendar year on the following streets:

 

                     Marshall Road SW

                     Ware Street SW

                     Old Courthouse Road NE

                     Westbriar Drive NE

                     Westbriar Court NE

Tapawingo Road SW

                     Chain Bridge Road (service road)                     

 

Work areas will be limited to public streets and easements. All property owners will be notified before any work is begun and will only experience a brief interruption of sewer service if they are directly connected to the line main being lined.

Departmental Recommendation:  Approve spending with Tri-State Utilities Inc.

 

Finance Recommendation:  Recommend approval.

 

Purchasing Recommendation:  Recommend approval.

 

Town Attorney Recommendation:  The Town may ride the University of Virginia contract for the proposed sanitary sewer rehabilitation project, and Town Council may approve expenditure of funds in its discretion.

 

Town Manager's Recommendation:  I recommend the Town Council approve expenditures of $500,000 with Tri-State Utilities for rehabilitation of sanitary sewer throughout the Town’s service area, as presented.
