Request approval of MOU between the Town of Vienna and Vienna Business Association for 2020 Halloween Wave Parade

EXPLANATION AND SUMMARY:
Each year an MOU is required between the Town and Vienna Business Association for the annual Halloween Parade. Due to restrictions on gatherings and in adherence to CDC, WHO, and Fairfax County Health Department guidelines, the traditional Halloween Parade will not be held on Maple Avenue this year. However, despite the pandemic, the Town of Vienna and Vienna Business Association are continuing this very popular event: This year's 74th parade will be a Halloween Wave Parade. A short parade of 10-15 floats will make its way through Vienna neighborhoods in the form of a "wave parade" from 10 am-noon Saturday, October 31. The parade will travel through all four quadrants of Vienna; a more precise route will be published Thursday, October 29, at viennava.gov/halloween.
Residents are invited to view the parade from their neighborhood or along the route while practicing social distancing and wearing masks, especially if within six feet of people not in their household. The Town requests that those watching the parade not stand in the street or sit on street curbs. Halloween costumes are encouraged!
