EXPLANATION AND SUMMARY:
Town Council and the Planning Commission held a joint work session September 30, 2020 to discuss land-use goals to be used as guidance on the clarification, simplification, reorganization, & update of the Town's subdivision and zoning ordinances.

Town Council and the Planning Commission largely agreed on the six land-use goals listed in the Comprehensive Plan with an agreed upon change to the housing goal (formerly "Encourage housing for residents of all age groups") and adding an additional goal incorporating the rest of the comprehensive plan. They are as follows:

* Maintain the balance of land uses.
* Encourage a vibrant Central Business District.
* Encourage a range of housing options for a diverse population.
* Protect and preserve the natural environment.
* Create a more walkable and bikeable Vienna.
* Ensure that Vienna retains its unique single-family residential character and quality of life.
* Be consistent with goals as set forth in the Transportation chapter as well as other parts of the Comprehensive Plan, as applicable

Strategic Plan Initiative: Vienna is an influential and well-governed community

Departmental Recommendation: Staff recommends approval of the land-use goals as listed above.

Town Attorney Recommendation: The proposed land-use goals are consistent with the Town's Comprehensive Plan, and Town Council may approve them as goals for the Town Zoning Code update in its discretion.

Town Manager's Recommendation: I recommend the Town Council direct staff and Calfee Zoning to adopt the land-use goals listed in the Comprehensive Plan, with a revision to the housing goal and incorporating goals listed in the Transportation Chapter, as presented.
