Northern Virginia Critical Incident Response Team MOU

EXPLANATION AND SUMMARY:
In an effort to further engender public confidence in the way that the Town of Vienna Police Department operates, the Police Department requests approval to enter, with 10 local police departments, into the Northern Virginia Critical Incident Response Team Memorandum of Understanding. The purpose of this MOU is to allow for objective criminal investigation of critical incidents in which a Vienna police officer maybe involved.
Each party to the MOU will provide a detective or supervisor to the team, which is activated only when an incident has occurred. The multijurisdictional team would conduct a criminal investigation into the incident and provide its findings to the appropriate commonwealth’s attorney. This team will receive ongoing specialized training related to investigation of critical incidents. Each participating jurisdiction will be responsible for its own employee’s salary and expenses. The jurisdiction that is the subject of an investigation will be responsible for any additional investigative expenditures, e.g., for specialized equipment or testing.
Responsibility for an administrative internal investigation to determine if an employee involved in an incident was following Town of Vienna policy and training would remain the responsibility of the Town of Vienna Police Department.
