Code change to amend Section 2-33 of the Vienna Town Code, Limitation on debate.

BACKGROUND SUMMARY:
Council Member Brill would like to discuss changing the current code regarding debate limitations from the current ten minutes to two minutes per council member.
OVERVIEW:
Current code - Under the current Town Code provisions related to the procedures to followed by the Town Council at its meetings, no member shall be allowed to speak more than once upon any one subject until every other member choosing to speak thereon shall have spoken. Each councilmember and the mayor shall have the right to speak once on each motion, resolution, ordinance and on each amendment thereto. No member shall speak for longer than ten minutes each time without leave of council. The total time during which any business shall be considered may be limited by a majority vote of members present and voting. A motion to so limit debate is in order at any time.
