Request to use Wood Environment & Infrastructure Solutions for environmental professional services.

EXPLANATION AND SUMMARY:
The Town was reissued its General Virginia Pollutant Discharge Elimination System (VPDES) Municipal Separate Storm Sewer System (MS4) Permit (VAR040066) November 1, 2018. The general permit requires that the Town implement best management practices (BMPs) in its MS4 Program Plan and annually update the plan.
Utilizing RFP 20-02 for environmental professional services, staff has requested that Wood Environment & Infrastructure Solutions (Wood) assist with the following FY2021 activities:
* Fiscal Year 21 MS4 Annual Report - The Town must submit an annual report to DEQ covering FY21 (July 1, 2020 through June 30, 2021) activities no later than October 1, 2021.
* Dry Weather Outfall Screening - The Town must conduct outfall screening on at least 50 outfalls prior to June 30, 2021. Results must then be submitted to DEQ in the annual report.
* Accotink Creek Chloride TMDL Action Plan - The Town must certify a local TMDL action plan for chloride no later than May 1, 2021.

Town Attorney Recommendation: The Town has a contract for the proposed professional services, and Town Council may approve the proposed expenditure of funds in its discretion.
Town Manager's Recommendation: I recommend the Town Council approve of spending $36,505 with Wood Environment & Infrastructure Solutions for environmental professional services to ensure fiscal year 2021 MS4 compliance, as presented.
