BACKGROUND SUMMARY:

 

The Rotary Club of Vienna has requested to hold VIVA Vienna during Memorial Day weekend in 2021.  Realizing that COVID-19 restrictions may be in place, the Rotary will present different scenarios for holding VIVA Vienna.  Rotary will seek approval from the Town to hold the event since the Town is the event co-sponsor and provides staffing for security, road closures, trash removal, set-up and break down.

SUMMARY/STAFF IMPRESSIONS:

 

AJ Oskuie, Chair of VIVA Vienna, was presented with a memo dated January 26, 2021 from the Parks & Recreation Director providing guidance on all aspects of VIVA Vienna in order to present a safe festival in relation to COVID safety precautions as identified by the CEC and the Governor’s Forward Virginia guidelines.

 

Currently, the Governor’s occupancy restrictions for fairs and carnivals (Entertainment & Amusement Businesses) states the total number of attendees (including both participants and spectators) cannot exceed the lesser of 30% of the lowest occupancy load on the certificate of occupancy, or 250 persons.  The festival admission arrangement and the event footprint will determine how many people the event can serve.

 

In 2019 (pre-COVID), the Town provided over-time staff support in the amount of $43,000 to support VIVA Vienna.  The staff over-time costs for a 2021 VIVA Vienna will be dependent on Rotary’s proposed event plan needs.  The Town’s financial obligation to support the event will need to be considered. 

 

RECOMMENDATION:

The Parks & Recreation Department requires the Rotary Club of Vienna to provide an event plan effectively addressing each of the aspects listed on the memo dated January 26, 2021.  The event plan must be presented and approved by Dr. Gloria Addo-Ayensu, Director of Health for Fairfax County and Colin Brody, Assistant Public Health Emergency Management Coordinator for Fairfax County Health Department along with the Fairfax County Fire Marshal’s office.  A timeline for submittal of the event plan to Parks & Recreation for approval and then to the Fairfax County Health Department/Fire Marshal’s Office for approval will be coordinated with the Town.  Based on the recommendations presented, Town staff request whether Council is supportive of VIVA Vienna being held in 2021.
