Request approval for spending $246,578.40 with Arthur Construction Co., Inc., and $72,093.50 with US Concrete and Paving, Inc. for construction of Robinson Trust Sidewalk Projects.

EXPLANATION AND SUMMARY:

 

Former Councilmember Maud Robinson, who passed away in March of 2019 just shy of her 97th birthday, left the bulk of her estate to the Town of Vienna for the specific purpose of building sidewalks, over a five-year period, in areas where sidewalks are not already planned or likely to be funded through grants or new construction.

 

The requested authorization to spend $246,578.40 with Arthur Construction is for projects located at the following locations:

 

                     Pleasant Street SW - Courthouse Road to Maple Avenue ($126,183.75)

                     Cabin Road SE - Branch Road to Glyndon Street ($120,394.65)

 

The Pleasant Street SW project was previously designed in 2017; however, the anticipated funding of the project was no longer available.  As the project is primarily a sidewalk project and has similar objectives to the Robinson Trust Sidewalk Projects, the Pleasant Street SW project was considered and subsequently approved for construction funding by the trustee of the Robinson Trust.  The project includes 255 square yards of concrete sidewalk, 135 square yards of concrete driveway entrance, and miscellaneous and related items ancillary to the construction of sidewalk. 

 

The Department of Public Works requests authorization to utilize the On Call Roadway Maintenance Contract Number IFB 20-03 in the amount of $246,578.40 for the construction.  This amount includes a 15% amount for increased quantities and contingencies.  Funding for this construction is from the Robinson Trust and funding of $246,578.40 has been established in 300-000-0000-39445-48803.

 

The requested authorization to spend $72,093.50 with US Concrete and Paving, Inc. is for projects located at the following locations:

 

                     124 Courthouse Road SW ($32,941.75)

                     503 Ware Street SW ($17,105.10)

                     1002 Hillcrest Drive SW ($22,046.75)

These are “missing link” sidewalk projects along the right of way frontage of these addresses.  At these locations the immediate sidewalk network has a “gap” or “missing link” where for various reasons- a steep slope, obstacles or obstructions- the sidewalk was never built.  Throughout the years these type of projects have accumulated but lacked a funding source to be undertaken.  The Robinson Trust has agreed to include these missing link projects as they are important to the sidewalk network in the areas where they are located.  The Courthouse Road project includes approximately 58 square yards of concrete sidewalk, 12 square yards of concrete driveway entrance, and 80 cubic yards of excavation.  The Ware Street SW project includes 56 square yards of concrete sidewalk, 40 feet of concrete curb and gutter, and 48 cubic yards of excavation.  The Hillcrest Drive project includes 123 square feet of concrete sidewalk, 44 feet of concrete curb and gutter, and 35 cubic yards of excavation.   Additionally, all three of these projects have other miscellaneous and related items. 

 

The Department of Public Works requests authorization to utilize the On Call Small Task Concrete Maintenance Contract Number IFB 19-06 in the amount of $72,093.50 for the construction.  This amount includes a 15% amount for increased quantities and contingencies.  Funding for this construction is from the Robinson Trust and funding of $72,093.50 has been established in 300-000-0000-39445-48803.

 

Property owners and residents along the above streets were notified of this meeting via a letter dated April 9, 2021.
