Request approval to amend the Resolution of the Town Business Liaison Committee.

EXPLANATION AND SUMMARY:
The Town Business Liaison Committee (TBLC) was established in November 1982 by the Town Council to strengthen the relationship between businesses and local government. The TBLC goals, mission, and activities were also established at that time. Since 1982, the TBLC charter has been amended once by the Town Council (December 2012).
In November 2019, the Town establish an economic development division to support the commercial business district. With this new organizational asset, the Committee is requesting that Council provide additional guidance to the TBLC on the mission and activities of its members.
On Aug. 30, 2021, the TBLC discussed its proposed changes to the charter and bylaws during a conference session with Council. The TBLC is formally submitting an updated charter and resolution to the Mayor and Town Council for adoption.
Changes to the amended charter include:
• Increasing the membership of the TBLC to up to nine members who serve two-year terms and a maximum of eight consecutive years
• Decreasing the number of resident members from three to two
• Recommendation that more attention be paid to the member diversity to ensure the committee more fully represents the Town’s business community
• Designating the Town of Vienna Economic Development Division and the Executive Director of the Vienna Business Association as ex-officio members of the TBLC
