Mandatory Change to November Elections

BACKGROUND SUMMARY: Pursuant to Virginia Code amendments recently passed by the General Assembly, all local elections will be required to be held at the same time as the November General Elections.
OVERVIEW: In accordance with the newly adopted Virginia Code requirements, the Town is required to have its local Town Council elections in November, starting in 2022.
SUMMARY/STAFF IMPRESSIONS: The November election is mandatory; however, other provisions such as term of office and staggered elections remain unless modified by Charter Amendment.
RECOMMENDATION: The Town Attorney’s memo provided the various impact scenarios related to the November elections and there is proposed Town Code language provided to provide for November elections.
