Request approval to utilize VDOT Transportation Alternative funds for Locust Street Trail Improvements, Park Street, NE sidewalk, and Freeman Store Bridge Construction

EXPLANATION AND SUMMARY:
The Department of Public Works (DPW) is requesting approval to proceed with the Transportation Alternative (TA) applications with the Virginia Department of Transportation (VDOT) for the projects listed below.
Locust Street trail improvements were recommended in the Maple Avenue Multimodal Study (see attached page from the final report). The improvements would extend from Center Street to the W&OD Trail. Improvements include widening the existing path and addressing drainage issues in the area. The existing path would be widened to an official 8-foot-wide shared-use path (SUP) which will provide space for both pedestrians and cyclists. With any typical rain event, standing water accumulates on the existing path making it unusable for pedestrians and some cyclists, and this project would address this issue.
Both the Park Street NE sidewalk project and the Freeman Store Bridge projects are currently funded by TA funds but expire in October 2021. DPW is reapplying to extend those funding deadlines and potentially gain additional funds required for the Freeman Store bridge project. Construction for both projects should begin next year.
DPW applied for $766,439 for the Locust Street trail improvements, $155,772 for the Freeman Store bridge, and $0 for the Park Street, NE sidewalk (applying to extend the existing funding deadlines that expire in October 2021, the Town currently has enough funds for the project).
