Request approval of the Bear Branch Phase II Stream Restoration Funding Agreement with Fairfax County

EXPLANATION AND SUMMARY:
Bear Branch, located in Southside Park, is experiencing major erosion and stream bank failure. In November 2019, Vienna applied for and has been awarded a Virginia DEQ Stormwater Local Assistance Fund (SLAF) grant (attachment 3) for a stream restoration project along 2,300 linear feet of Bear Branch. The proposed Phase II restoration is from Cottage Street, SW downstream to I-66. This stretch of stream runs parallel to Walker Street, SW through Southside Park. A Memorandum of Understanding Agreement with Fairfax County for this project is attached (attachment 2) for Council review and approval. The total project cost estimate is $2,520,000 and will be funded by $1,247,500 (50%) from the awarded SLAF grant and $1,272,500 (50%) from Fairfax County stormwater funds as outlined in this agreement. Town Department of Public Works staff will lead and manage the project.
