Installation of Broadcast Equipment at Vienna Police Department Community Room for the Cable Access Channel and Emergency Operations Center

EXPLANATION AND SUMMARY:
Request approval to procure, install and upgrade broadcast equipment for the Vienna Police Department Community Room for the cable access channel through HumanCircuit riding University of Virginia VASCUP contract 7058821-10JC. The primary purpose of this installation is to create an alternate space from which live meetings and community events can be broadcast, and establish an infrastructure to support the room as a centralized Emergency Command Center in the police department for coordinating response to widespread town emergencies.
The Community Room purpose is to be flexible enough to accommodate accommodate various functions such as:
• Classrooms
• Public Events with presentation and sound reinforcement
• Emergency Operations (EOC)
• Town Hall Overflow
• Press Conferences
• Council Meetings and Work Sessions

This project will be funded by the PEG reserve fund balance and rather than general or capital project funds.
Strategic Plan Initiative: Vienna is an engaged community.
Departmental Recommendation: This item is recommended for approval to increase system capacity to increase broadcast capability for the cable channel.

Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town may ride the University of Virginia contract for the proposed purchase and installation of broadcast equipment for the Vienna Police Department Community Room or solicit bids in the discretion of the Town Council.
Town Manager's Recommendation: The Town Manager recommends riding the University of Virginia contract for the purchase and installation of broadcast equipment for the new Police Department community room and emergency operations center.
