Noise Ordinance Review

EXPLANATION AND SUMMARY:
Over the past year, the Town staff and Vienna Town Council have been drawn into several meetings involving the discussion of the Town noise ordinance, specifically Section 10-20.1 of the Town Code. Town staff would like direction from the Council on its desire to have Town Code Section 10-20.1 Noise, reviewed and compared with neighboring jurisdictions, current best practices and noise codes to determine if updating is needed.

Board or Commission of Interest: Town Business Liaison Committee.
Departmental Recommendation: Police Department recommends Town Council advise whether it would like Code Section 10-20.1 reviewed for changes.
Finance Recommendation: N/A
Purchasing Recommendation: N/A
Town Attorney Recommendation: The Town Council may request a review or the Town’s noise ordinance provisions in its discretion. If the Council so desires, the Town Attorney would recommend further discussion be set for a Conference Session where the review of model noise ordinances and other jurisdictions’ ordinances can be considered for comparison. Alternatively the Town’s current ordinance could be reviewed for modifications as deemed appropriate by the Town Council.
Town Manager's Recommendation: I concur with the Town Attorney’s recommendation that the Town Council may request a review or the Town’s noise ordinance provisions in its discretion. If the Council so desires, the Town Attorney would recommend further discussion be set for a Conference Session where the review of model noise ordinances and other jurisdictions’ ordinances can be considered for comparison. Alternatively the Town’s current ordinance could be reviewed for modifications as deemed appropriate by the Town Council.
