Amend Planning Commission's Bylaws & Rules of Procedure

At the June 22, 2022, Planning Commission meeting, Director of Planning and Zoning, David Levy, after having previously discussed the topic with Chairman Kenney, presented possible options for altering the Commission's summer break schedule. The Commission's current schedule does not include any meetings during the month of July, but it then includes two meetings in August. Rather than holding two meetings in August, staff suggested adjusting the summer schedule such that there would be one meeting in July and one meeting in August.
The Planning Commission discussed options and asked staff to return with a proposed amendment to the Planning Commission Bylaws and Rules of Procedure that would eliminate the meeting previously scheduled for the second Wednesday in August, replacing it with a meeting to be held on the second Wednesday in July. A key advantage of this approach is that it allows the Commission's summer break to be more aligned with both Fairfax County's Public School schedule and the Vienna Town Council's summer schedule, which, in 2022, includes a break from meetings between July 11th and August 29th.
Attachment 1 provides an edited (redline) version of the Planning Commission Bylaws and Rules of Procedure, reflecting the changes that the Commission requested that staff bring forward for approval. Changes proposed on are page 2 of the attachment.
The Planning Commission's Bylaws and Rules of Procedure were originally approved at the March 27, 2019, meeting. To date commission Bylaws & Rules of Procedure have been revised two other times; at the September 25, 2019, meeting to amend page 2, Section IV, sub. A: Meeting Time and Place, and on August 11, 2021, to amend page 2, Section IV, sub. B: Quorum language, and Article II, page 4, Rules of Procedure, under Election of Offices, Section II, sub. B.
