Request approval of a Memorandum of Understanding (MOU) between the Town of Vienna and Vienna Business Association for 2024 Oktoberfest.

EXPLANATION AND SUMMARY:
Each year, a Memorandum of Understanding (MOU) is required between the Town of Vienna and the Vienna Business Association (VBA) for the annual Oktoberfest. The Town and the VBA are continuing this very popular Oktoberfest event on Church Street. This year's event is scheduled for Saturday, Oct. 5.
Two additional items have been added to this year's MOU (highlighted in yellow on attachment #2):
#12. Town Landscaping and Flower Beds: Vienna Business Association agrees to work with Parks and Recreation department to ensure a written plan is drafted, in place, and implemented for protecting the landscaping and flower beds in the Town Green Park, Freeman Store Grounds and on Church Street (between Mill Street and Center Street).
#19. Meetings: The Town shall provide the Vienna Business Association with meeting space once a month at no charge for meetings of the event planning committee. If space is available, the Vienna Business Association may request additional meeting dates.

Town Attorney Recommendation: The Town Council may approve the proposed Oktoberfest MOU between the Town and the Vienna Business Association in its discretion.
Town Manager's Recommendation: I recommend the Town Council authorize the Mayor to execute the attached MOU between the Town and Vienna Business Association for the 2024 Oktoberfest, as presented.
