9:30 p.m. - 10:00 p.m. Request to Approve Design Contract for Ayr Hill Avenue, NW, Traffic Calming Improvements at the Lawyers Road Intersection

3/4/2024 - Council approved the Traffic Safety Committee (TSC) motion and recommendation for traffic calming at the intersection of Ayr Hill Avenue, NW, and Lawyers Road.
EXPLANATION AND SUMMARY:
The Department of Public Works (DPW) requests Town Council approval to proceed with a contract in the amount of $115,464.00 with Rinker Design Associates to design safety improvements along Ayr Hill Avenue, NW, at the intersection with Lawyers Road.
At the March 4, 2024 Town Council Meeting, Council approved the TSC motion and recommendation to implement these improvements. This project will bump out the curb ramps located at the Ayr Hill Avenue leg of the Ayr Hill Avenue and Lawyers Road intersection. This improvement will also include adding curb and gutter along Ayr Hill Avenue near the intersection, replacing/adding sidewalk, adding driveway aprons, and on-street parking lines where applicable. These improvements will provide traffic calming effects with the narrowing of Ayr Hill Avenue within the area of the intersection. It will also create a safer environment for pedestrians.
These recommendations were presented to the community at the Nov. 28, 2023, TSC meeting in which the TSC approved the motion unanimously. Residents will be notified of design and land surveying efforts, and a community meeting will be held to review the design when sufficient information is available.
Additionally, the design phase for a complimentary large-scale Capital Improvement Plan project for sidewalk and drainage improvements from Lawyers Road to Dominion Drive (including improvements to Center Street and Ayr Hill Avenue) is planned for 2025/2026 due to the anticipated costs and design complexities.
