EXPLANATION AND SUMMARY: The Police Department requests approval to use $223,732 of American Rescue Plan Act (ARPA) funds to institute a body-worn camera program for the Town of Vienna Police Department. If approved the department will ride the attached Sourcewell contract and enter into a 5-year contract with Axon Enterprises, Inc. Axon will provide all equipment, maintenance, warranty and storage for the body-worn camera program.
Each officer will be issued an individual camera which will be used in accordance with the department’s body-worn camera policy.

Departmental Recommendation: The Police Department recommends approval to enter into a 5-year contract with Axon Enterprises for a body-worn camera program.
Finance Recommendation: Recommend approval. Auditors have confirmed ARPA eligibility.
Purchasing Recommendation: Recommend approval
Town Attorney Recommendation: The Town may ride the Sourcewell cooperative procurement contract for the proposed purchase of body-worn cameras or solicit bids in the discretion of the Town Council.
Town Manager's Recommendation: I recommend the Town Council make a motion to approve the Police Department entering into a 5-year contract with Axon Enterprise for a body-worn camera program, as presented.
