EXPLANATION AND SUMMARY:
At the September 17, 2012 meeting, Town Council approved a $1,000,000 VDOT Revenue Sharing grant application for new sidewalks on:
* Ayito Road SE - final design sent to owners, summer construction
* Ayr Hill Avenue NW - recommend award of design contract
* Glyndon Street NE - construction contract awarded
* John Marshall Drive NW - in design, Council added Holmes intersection
* Lewis Street NW - canceled
* Moore Avenue SE - not started
* Ninovan Road SE - completed
* W&OD Trail connections - completed

Approximately $600,000 of the grant is currently unassigned and will more than fund construction of the Ayito Road SE and John Marshall NW improvements. VDOT would like to see all grant funds spent or committed by the end of the year.

We propose awarding a survey and design contract to RDA for sidewalks on both sides of Ayr Hill Avenue NW from Dominion Road to Lawyers Road NW as an extension of the recent sidewalk project at the Vienna Train Station, Ayr Hill Avenue NW between Dominion and Mill Street. The newly built sidewalk provides a safe route for pedestrians walking to the businesses on Mill Street and Dominion Road, plus access to the regional trail and Train Station.

The recommended Ayr Hill project has the challenges of controlling the drainage and eliminating the existing ditches, plus accommodating the steep bank up to the church parking lot. The Ayr Hill and Center Street intersection is tight, yet needs to accommodate trucks, school busses and handicapped ramps. Recently a qualified petition from Ayr Hill residents was presented to the TSC. After a public hearing the TSC adopted a motion requesting "a full engineering study" of Ayr Hill Avenue from Dominion to Lawyers Road.
