EXPLANATION AND SUMMARY:

On June 6, 2016, Council approved $1,266,000 in extra funds for the Vienna Community Center renovation and expansion project to address design and construction issues related mainly to water infiltration that had deteriorated critical walls. This increase was funded from existing bond contingencies and a reallocation of certain capital projects. The amounts from funding sources for this increase have changed slightly due to changing operational priorities and are reflected at the top of the attached schedule.

Since July 2016, the Town has changed project management, reached agreement upon a contract extension with several vendors, and negotiated an agreement over delay claims with the construction company. Recently a mold issue was identified in the Teen Center, and an extra charge was invoiced to relocate the gas line. At this time, staff requests an additional $448,874 to cover contract extensions and other identified costs, $125,000 to come from the General Fund through a budget transfer from savings due to the delayed Community Center opening and $323,874 from 2012 and 2014 Bond premiums. (An amount of $113,226 for the compensable delay claim was already appropriated on January 30, 2017.)

The current request also includes an additional $200,000 in contingency funds for any other unforeseen design or construction issues. Additionally, at the bottom of the schedule are several items staff recommends to delay or fund from other sources to bring the total down. The main item is the living walls, which are nice-to-have options, but not necessary at this time.
