EXPLANATION AND SUMMARY:
DPW requests to award RFP 20-03, Maple Avenue Utility Undergrounding Feasibility Study, to Rinker Design.
The purpose of RFP 20-03 is to assist the Town of Vienna in gathering sufficient information, cost estimates, implementation strategies, funding strategies, and proposed policies or ordinances to convert overhead utilities to underground facilities along Maple Avenue.
Proposals were received from five (5) firms. After interviewing the top two (2) firms, Rinker Design Associates, was deemed the top-ranked firm. After negotiations, a fee proposal totaling $99,660 was agreed upon.
Departmental Recommendation: Recommend approval.
Finance Recommendation: Recommend approval.
Purchasing Recommendation: Recommend approval.
Town Attorney Recommendation: The Town has competitively bid the proposed professional services contract, and Town Council may approve the contract with Rinker Design in its discretion.
Town Manager's Recommendation: I recommend the Town Council award an RFP for a Maple Avenue Utility Undergrounding Feasibility Study to Rinker Design Associates, as presented.
