Award IFB 20-10 construction contract for Old Courthouse Road NE sidewalk

EXPLANATION AND SUMMARY:
The Fairfax County Transportation Priorities Plan includes pedestrian improvements on the west side of Old Courthouse Road NE within the Town of Vienna and eastward to connect to existing sidewalk near Gosnell Road. Curb and gutter with drainage improvements are included to eliminate the roadway ditch.
On January 28, 2019, Council approved the county agreement for construction funding in the amount of $2,282,838. And on July 12, 2019, Council approved $581,883.25 for the waterline relocation necessary for this project. On January 27, 2020, Council approved a construction administration task order with Rinker Design and Associates (RDA) in the amount of $186,938. VDOT recently has authorized award of the construction contract for these sidewalk and roadway improvements.
Bids were received from six vendors for the subject IFB. Results of the bids are detailed on the attached bid tabulation.
The low bidder was Sagres Construction, with a total bid amount of $1,275,173.50. The Town and VDOT have reviewed the bid submission and documentation and have determined the vendor to be responsive and responsible.

Town Manager's Recommendation: I recommend the Town Council move to approve the award of IFB 20-10 to Sagres Construction Corporation, as presented.
