Request additional spending for Park St NE sidewalk improvements for right-of-way services

EXPLANATION AND SUMMARY:
On May 7, 2018 the Department of Public Works requested funds for a Park Street NE sidewalk improvements project. This project covers approximately 850 linear feet and consists of curb, gutter, and sidewalk section along the north side of Park Street between Albea Court NE and Ayr Hill Avenue NE.
DPW requests additional spending for this project in the amount of $61,000 for right-of-way services. Since this project includes federal funding, the process to secure temporary construction easements and rights of entry must follow the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act, which is complicated and time consuming.
Attached is a proposal and scope of work from Whitman, Requardt & Associates, LLP, per the terms and conditions of RFP 17-02.
Funding for this project comes from a VDOT Transportation Alternatives grant, which is 80% federal/state money and 20% local match. The Town’s local match comes from Vienna’s Local NVTA funds.
